What is the proper way to document measurements

I have always been taught, use a measurement device that can read at least 1/10th the base dimensions last digit. I have also been told you need to document that unit as well.

So example if the base dimension is 1.5 you document 1.54 for example. If 1.50 you document 1.502 for example.

Is this the "correct way" or is this just the places I previously worked at were actually outliers.

The so-called 10:1 "rule" calls for a measurement device resolution that is 10 times smaller than the tolerance spread. The last digit in the specification has nothing to do with it. If the specification is 1.000 ± .005, the tolerance spread is .010, so the device should resolve to at least .001. Keep in mind that this is a sort of guideline and not a hard-and-fast rule.

Insofar as what's recorded is concerned, you should record to the extent that's useful, but in general to at least the extent to which the tolerance is expressed. In other words, it the tolerance is ± .005, you should report the result in three decimal places in most cases. There are some complications when it comes to rounding, of course, and it should be remembered that if the specification is say, 1.5 ± .01 and your measurement result is 1.511 (for example), the tolerance limit has been exceeded.
