What kind of Tool and Gauge in IATF 16949 Clause 8.5.1.6?

The organization shall provide resources for tool and gauge design, fabrication, and verification activities for production and service materials and for bulk materials, as applicable.

"for production and service materials and for bulk materials, as applicable." is new term, but I got confussed. Does it mean the resources of design, fabrication and verfication activities of tool and gauge NOLY used "for production and service materials and for bulk materials, as applicable." shall be provided?

Another question: tool = tooling?

Hi, in AIAG PPAP they were called production parts, service parts, production materials, or bulk materials.

I don't understand too why they use the word "Material" instead of "Part".

But it is not likely to be interpreted that organizations producing parts (not materials) will not need to apply this clause. As most certified sites are producing Parts not Materials.

My guess would be they use the word materials = materials + parts.

I think Tool = Tooling (Dies, Jigs, Molds) + anything else that is needed for manufacturing.

Some organizations have very strong tool/gauge design and manufacturing capability in house, but some organizations completely outsource these activities to tool providers. It should be acceptable too.
