hi. i would like to agree with Stijloor's suggestion. i have seen several companies in which employees (including 'top management' - executives) have not even read nor seen their quality manual. some companies are into writing a whole 'book' for a quality manual, some consultants also require them to come up with 'policy statement' for each clause and yet employee's mindset regarding 'quality outputs/outcomes' did not change. the revised edition should specify practical requirements on quality manual.

Do not hold your breath waiting for ISO to tell everyone how to prepare their quality manual. The standards will remain nonprescriptive and specify only the minima for us to exceed according to the requirements of our organization.
Here you agree that people do not read their quality manuals. This is not new as IT have known for years with their helpdesk response "RTFM"!
This may reveal a lack of interest (where commitment to requirements starts) or that the manuals being written without regard for the readers.
Instead of rewriting the standard as the quality manual try instead to explain (using the present tense so it is a reflection of reality) how the management system works:
A. To convert customer needs into cash in the bank
B. To add value while preventing loss (manage opportunity and risk)
C. To continually improve performance
Just like the Wall Street Journal, aim for Grade 8 readability.
Then train the leaders to explain to the employees the benefits of their management system and its obligations on the leaders and on the employees. They may even develop a tri-fold version of the manual, with diagrams and photographs of people enjoying their work, as a handout!
If you want to include an aid to auditors in your manual then add a single-page exhibit that shows the relationship between the documented parts of the management system and the clauses in the standard.
Bottom line: write the manual to enthuse the leaders and employees so they understand, use and improve their management system. Competent auditors do not need a rewrite of the system standard.
