What should be changed in the ISO 9001:2015 Standard?

Like the compliance evaluation in ISO 14001? Or is this the same as Management Reviews receiving Management System Performance Reports?
The DRAFT of Guide 83 lists the following, concerning performance evaluation:
9. Performance Evaluation
9.1 Monitoring, measurement, analysis and evaluation
The organization shall determine:
- what needs to be measured and monitored;
- the methods for monitoring, measurement, analysis and evaluation, as applicable, to ensure valid results.
- when the monitoring and measuring shall be performed;
- when the analysis and evaluation of monitoring and measurement results shall be performed.
The organization shall evaluate the XXX performance and the effectiveness of the XXX management system.
Additionally, the organization shall:
- take action when necessary to address adverse trends or results before a nonconformity occurs.
- retain relevant documented information as evidence of the results.

If this is a wish list of sorts then I would really hope that the so called performance evaluation is clarified within the ISO9004 against what a management review 5.6 is versus a performance evaluation. I am embarrassed to say we have top managers in our company that believe a Management review takes place for every process (even sub processes of higher processes) versus and 8.2.3. Yes the auditors have tried to educate but not with much luck (case in point).

So please clarify 4.1ef) - Organization shall Monitor and measure where applicable and analyze and improve vs 5.6 Review of the Quality System vs 8.2.3 Monitoring and Measurement of Processes vs This new section for performance evaluation. At least for the sake of the layman.

correction, corrective and preventive action....practical confusion......not for me.....it's always an issue.....during internal / external audit......

1)Be more explict in defining requirements to have a "documented" process.
Sometimes there are so many processes in QMS, in another very few...
Sometimes I have seen process for corrective and preventive action, non conforming product control, document control where there is already the mandatory documented procedure

2)Introduce competence and training procedure as mandatory, like in ISO TS
