I don't think that's the case, and that's why the requirements for control are where they are. Nonetheless, there shouldn't be any reason that we shouldn't be able to exclude elements that aren't applicable regardless of where they appear in the standard.

We have to remember many organizations (such as many service organizations) monitor and measure without physical devices per se.

I understand that, but I think that's stretching the meaning of the requirements. If the intent was that everyone monitors or measures things, even without actual measurement equipment, I don't know why the requirement can be excluded unless it's because actual measurement devices are being referred to.

I understand that. I only posted because of the "monitoring and measuring devices" part of the post I replied to which I interpret to be a physical device, or at least something that can be calibrated. I readily admit that things like surveys, as one example, can be "measurement devices" and/or "monitoring devices" (as opposed to "methods"). I have always considered the requirement to be one which can not be "excluded". I have never seen a company which did not have measureables, even when the company did not have anything which could be calibrated.

That's true, but it seems to me that if 7.6 is to be applied to anything used to facilitate measurement, such as surveys, it should also apply to those things in organizations that have actual measurement devices. I've never heard of an NC being written against 7.6 in those situations.
