What should be focused in Tool Box Safety Talks?

Greetings to all on Christmas !

I have been regularly participating in shop floor Tool Box Safety Talks being organized in different sections in the plant but I find that these are not as effective as they should be. People mostly concentrate on 'accidents' which are simply outcomes of poorly implemented procedures and practices. So, it's a negative approach. People take enough time (whatever they do spare from their busy schedule) concentrating on 'accidents' and hence left with no time to focus on 'safety' which in turn results into more accidents and more injuries.

I want to initiate a change in focus among our people and with this aim, I wish to have your opinions/ comments and also request you to share the best practices that really worked.

You must have seen This however, if your feeling is also echoed by many in the organization, a collective brainstorming for internal ideas and getting to have the CEO or director participate in the talks now and then, and the importance he attaches to safety, prevention and concern for life and wellbeing of all can be regularly shared.
In fact this is the first time I am hearing this and seems to be a good method for promotion of prevention.
Thank you very much for pointing me to a good web resource. I will surely go through all the pages one by one and am sure it will provide a good deal of insight in the matter I'm right now pursuing.

Meanwhile I look for more ideas & good practices adopted all around.

I do not know much about that concept but what I read (from the weblink provided by soma) appears to be a fantastic concept focusing on a proactive approach than a reactive approach.

In our organization, Safety is given the topmost priority and it comes directly from the CEO. All the quarterly meetings start with the Safety Update to reinforce this concept.

What I wanted to emphasize is that in a manufacturing environment, safety always has to compete with productivity and profitability and in this battle, it seldom wins because people are mostly busy with 'core' activities. They have to spare extra time for 'safety' but whatever time they can spare is often consumed in managing accidents/ incidents, reporting, paper work, investigations, corrective actions, meetings, reviews and the like. Where do people have time for safety?

Whatever I see being discussed here in Tool Box talks is often prescriptive (may not be proactive) so it pays as much a prescriptive approach can do.

I'm sorry if I failed to rightly convey what I had in my mind.

From the definitions in the standard as above and the 3 notes along with it, it must be the efforts from the top management to explain what incident is across to all the people progressively. Toolbox safety talks or other participative forums and safety meetings must always bring out this very aspect of COULD HAVE OCCURED.
There will always be lots of blah blah blah over an occured incident and it is here that many if's and but's and idea's will pour as to how it could have been avoided. It seldom happens in normal times.

Yes, learning to see a situation from a safety angle can take a long time, and all efforts and experience is necessary to make people learn to see the safety way.
