When should part numbers be assigned?

We have a part numbering system currently in place, but the part numbering system we use isn't applied to items until the design comes out of the conceptual phase, I was wondering at what point do other companies assign actual part numbers to their designs.

Not how to assign part numbers, soory for any confusion.

There's no universally accepted rule. Part numbers should be assigned when they become useful in distinguishing one part from another, and when unique identifiers facilitate control. Some companies use different numbering schemes for developmental parts so as to be able to distinguish them from "current" parts.

We distinguish the 2 phases with AP (advanced design/prototype) and R (released) between the part number and the revision level (which is reset to 0 at the transition),
ie 73457ap05, 73457R00...
