We have a copy of the ISO7000 database (an old one - 2004).

I can't find anything that describes 'legitimate use' but, the 'Help' section clearly describes the process for importing the symbol into your choice of software package (Word, Illustrator, CAD etc).
As such I cannot see how using the (unaltered) symbol on your labelling or packaging is anything other than legitimate.
