Which standard to follow, local or international?

Im new in MS and ive been told to accommodate customer requirements in accordance with local standards.
I believe it would be better to always first be in compliance with the customer and local standards which most likely will have more detailed requirement and might resulting as an NC if we are not in compliance with them.
