Who does the Management Representative Report To?

How much time are you spending (approximately) for the QMS (Daily/Weekly/Monthly) on holding MR position? (As additional responsibility)

Is there companies keep job rotation for MR position? Or Only Quality Manager holds MR position for life time! (QM/OEM – Organizational Excellence)
If the MR is a non-quality background person and if supported by a motivated Quality Manager, I don't think much is left for him to do. It may take only a few hours a month. The QM mostly does every thing from document controlling to audit planning and internal communication and from data analysis to report preparation and all other routine stuff including training, liaison with CB or consultants, if any. The only thing that the MR has to take care of is reporting to the top management (QM often prepares the summary report which the MR promptly tags as an attachment to the email addressed to the top management) in a formal manner.

I haven't seen job rotation for MR. Only when the existing one leaves the organization, another guy may get the opportunity to hold this position.

My job is the Management Representative. We have a Quality Manager. I handle the 1st party, 2nd party and 3rd party audits. If it is a systems audit, I am the contact person and work the audit. So, my job goes beyond just working with the CB. I deal with customers and the internal auditors. I do most of the internal audits except for areas that I am responsible. I help with any corrective actions from the customer or CB. The area that got the CA is responsible to answer the CA, I assist and verify the corrective action before the CB/customer verifies it.

If the customer audit is a product audit, the QM handles those audits and he is responsible for the repair station audits with me assisting. I do the internal repair station audits.

I report to the President/CEO of the company. Small Business (less than 150 employees).

Maybe this will help some from a different point of view where the MR is not a side job.

Any other views about MR Job (responsibility) rotation - with in organization?

Does ISO 17025 require appointment of MR??

In ISO 17025:2005 4.1.5(i) states:
appoint a member of staff as quality manager (however named) who, irrespective of other duties and responsibilities, shall have defined responsibility and authority for ensuring that the qualityu system is implemented and followd at all times: the quality manager shall have direct access to the highest level of management at which decisions are made on laboratory policy or resources;

Sounds like a management rep. to me. You can call s/he any title.
And I have been called a lot of them. :notme:

How about ISO 14001 and 18001 ???

Because in the end that's the way it was decided to be. And yes, 14001 and 18001 require management representatives.

There is no dotted line or any other line from my name on the chart that goes to "top management". I feel this may be a future problem come audit (external) time. Comments? Opinions?

The entirety of 5.5.2 of ISO 9001:2008, except for an irrelevant note:

Top management shall appoint a member of the organization's management who, irrespective of other responsibilities, shall have responsibility and authority that includes
a) ensuring that processes needed for the quality management system are established, implemented and maintained,
b) reporting to top management on the performance of the quality management system and any need for improvement, and
c) ensuring the promotion of awareness of customer requirements throughout the organization.


There are no direct or indirect reporting requirements. If you have the responsibility and authority to do the three things cited in the clause, you're fine.

Because there is (a) no requirement for an organization chart and (b) no requirement to identify the MR in documentary form, however you want to do this is OK. Many companies identify the MR on an org chart, and companies that tie their quality manual to the clauses of the standard might also identify the MR in the manual or in a procedure referenced in the manual.
