I would start with a gap analysis of QS9000 to TS16949. There is not that big a difference. (just my opinion)
Once you see the gaps, you can start making the changes necessary to be compliant to TS16949.
You have a choice of rewriting your procedures into the new "process oriented" format, or just keep them with the old 20 sections, and create a matrix showing where the applicable "shalls" are covered.
We have TS16949:99 here, and I'm just in the middle of creating that matrix to TS16949:2002.....
Some of the areas I noticed needed "beefing up" were Internal Auditing, In house Laboratory (for QS to TS), Customer Focus, Management Review and Internal/Customer Communication.
