In this days I was wondering about this issue. Who must be the person to sign it? AIAG says a Responsible Official of Organization. So I think he should be a Manager that have full knowledge of the entire process and product such as a Program Manager or Quality Manager and for sure not a new entry young employee in a company.

From AIAG,

ORGANIZATION AUTHORIZED SIGNATURE: A responsible organization official, after verifying that the results show conformance to all customer requirements and that all required documentation is available, shall approve the declaration and provide Title, Phone Number, Fax Number, and E-mail address.

This is usually the Quality Engineer.

Yes. Documenting and communicating authority and responsibility is a good QMS requirement. Such a responsible manager within the organization must be aware of this authority and perform accordingly after having full knowledge of the entire process and product.

Politically speaking, it has to be someone who is accountable for the Quality of the parts post-PPAP.

Yes, I agree with the above posts. PSW is a promise to the customer. So we need to verify whether the process could satisfy the request before signing it.

As an inspector at my last two jobs I was authorized by upper management to sign off on P.S.W.'s. Never had a problem with any of our customers or auditors.

The key thing is you want the person signing the PSW to be able to answer any questions that might arise. The responsible person needs to be familiar with the package contents and be able to clarify any issues that the customer has.
