Who is responsible for the internal quality level of the company (Internal ppm) quality or production.

By another words, Internal ppm as KPI should be for quality dept. or production dept.

Well, the answer is right there in your question i.e. “Who is responsible for the internal quality level of the company (Internal ppm)?”…

...internal PPM as KPI should be both applicable to quality, production, (of course, you have only to distinguish between quality & productivity)… and you may not believe, but Key Performance Indicators (in general definition) are also applicable even in warehousing, purchasing, human resource, maintenance, etc. as long as they are directly related to the process itself, quantifiable & of course, measurable…

Since ppm is an indication of the defect level of a production process, Production (normally) is held to the KPI. Quality may colaborate, but they can't be responsible for the number of defects from the production process.

Top management is ultimately responsible, and part of that responsibility is the defining of responsibilities throughout the organization.

The role of the QC folks is whatever is defined by the top management of their organization. The authority to stop, start or anything else is flowed down from top management.

It is top management that defines roles, responsibilities and authorities, not job titles or positions.

In many well-run organizations, the role of the quality people is to HELP the production people create "mistake proofing procedures" and in-process inspections to PREVENT nonconforming parts, products, or materials from being created.

Organization and organism are similar in that ALL the parts have to work well together for either the organization or the organism to survive and prosper. It is never a "gotcha" game between departments where one side says "That's not my job!" and the other side shouts, "Is so!" Can you imagine a heart saying to the brain, "I'm going to stop working until the liver and kidneys do what I say!"?

The fact Quality people are expected to stop production if a nonconformance is discovered/detected is simply they are often the last opportunity, but that doesn't mean they are the ONLY opportunity to prevent a nonconforming product or service. Similarly, the Quality people are not the ONLY people who can stop a process until corrective action is implemented.

As others have echoed, defect PPM is a KPI of a process, be it manufacturing or anything else (shipping, order processing, etc). The KPI measures against the output of the process. In your example, I would certainly apply it to your production/manufacturing process.

The role of the quality organization should be in the planning, validation, and auditing of processes. If the planning is done well, the process should be setup to minimize defects. When validated with data, the process is shown to be solid. Auditing the process shows whether or not the framework in your planning stages is still working and being effective.

1. Production manufactures parts to the production plan.
2. The Quality Control Function is responsible for finding defect and recording.
3. The Quality Assurance function is responsible for reporting the defect in a normalized manner based on company preference.

In general, the Quality Assurance department among its many duties is assigned the task of collecting and analyzing data on the output of the factory in a number of ways including internal and external escapes. Along with this come the responsibility of reporting the data to management.

IMHO this process works well when the production staff and quality staff work hand in hand with the publication of the data. :agree:

However, in the end production is responsible for the quality of work that is presented to inspection based on the production planning. Having said that it is important to remember that often times production is encumbered with poor designs, work instructions, and inadequate technical resources to complete the jobs as required (happens in my industry). This leads you to the real issue in tracking a KPI, it is necessary to understand what or sometime "who" is driving the a KPI when performance is not adequate. So in the Material Review Process, it is critical to find the root cause so that corrective action can be planned and implemented to eliminate the root cause.

Now, while I agree that Quality is Everyone's responsibility, if you again track KPI drivers back to the source you will be able to find the actual root cause and eliminate it regardless of where it stems from.http://elsmar.com/Forums/images/smilies/2cents.gif
