Who is the leader for preparing testing procedure to qualify NEW part?

Hello All,

Once I discussed this topic with many people but we still did not have the agreement. When we are going to qualify a NEW part (it is new to all) then we need to qualify it, can we say that is design validation? Then what test needs to be performed? What we hope it can do? How to check its life? etc... I think that the leader should be engineering (product designer). For sure, quality should make the test and the measurement. The key point is how to do that (team working is needed but still need a leader)
