The top management "should" indeed be a primary member, however upon review of our system recently we have decided that the top management only need to see the minutes of the meeting. The Systems manager, and a few other senior levels will be included, however they are the only people who have anything to contribute to this.

We do have the backing of top management, however last time, they sat there and had very little to contribute, unless we raised an issue - in which case it was down to us to explain it and most of thee time come up with a solution, which top management would just agree with.

As it is now, they have the opportunity to review figures and facts and comment, however this will form part of a supplementary review to the actual Management Review.

From ISO/TR 14969, "It is important to note the emphasis on "top management" throughout this subclause. This is intended to ensure that the quality management system is effective as a result of commitment on the part of management at the highest levels of the organization".

I am not familiar with ISO 13485, but if the clause states "top management", then top management it should be (or their designate if they are unable to attend).

Typically, you want people there who have the capability, ability and authority to make decisions in regards to recommendations for improvement, resource needs, potential changes to the system, etc. In other words, while the janitor may know everything that is going on at the site, s/he is not in a position to implement change/improvement. The general manager, however, is.

I recently had a different experience with this subject. We had identified the appropriate management to attend the meeting. Unfortunately, one of the managers who had not been included took it as a slight. Apparently, this had become a status point & he felt that he had not been paid the appropriate respect. - Our solution has been to include this individual in these meetings. After he has attended a few meetings we can revisit the subject to see if he wants to continue attending.

I like the idea from RC of the management representative. That is the type of thing I have just gone with for our EMS (14001) management review (heads of dept. and 1 representative of top management).

That way all the information and results can be reviewed, problems identified and then just have that representative sign it off.

I know that there is more to it and Top management support is essential, however i also know for our company they have a lot of other things on their mind and are happy with us running it and them signing off on things. They prefer it that way. They give us the time if we need it but typically wont volunteer without invitation.

Quite honestly this is one of the very 1st things that has to be decided...Who constitutes Top Management?

If they don't have the authority to set strategic direction and delegate the utilization of capital level resources (includes people) or are not involved as a 1st party in the process they're not Top Management.

If a situation exists where someone within an organization has been delegated the "duties or resonsibilities" to perform Management Review, they are not Top Management. Top Management responsibility cannot be delegated in this case. The act of the delegation itself provides evidence of lack of committment by essentially saying "I'm too busy to be bothered with it so my flunky will do it". That's not to say that others cannot be involved, but the actual review and decisions made as a result must be tracable to the Top and not to a 2nd or 3rd level "not-really-in-charge".

Good point and I should elaborate on what I mean by Designate. I do not mean that someone else goes because the person considered to be part of Top Management is too busy. I mean that the individual is unable to attend and the meeting can not be rescheduled, someone needs to step up and have the responsible and authority to make decisions in that Top Manager's absence.

Just as a mature Management System should not stop simply because the Management Representative moves on, there should not be the need to cancel or postpone the Management Review because of one absent individual.

My experience has show that Top Management is often a committee and there typically sufficient people in the room, with adequate experience, to make decisions even if one member is not there (and the designate may not be privy to all of the previous information). If there is a decision, however, that requires input from that process owner, the designate should have the ability to make a decision on his/her own or be part of the communication process to update the Top Manager when available.
