Who signs PSW's? (PPAP Part Submission Warrants)

I am a QE for a smaller company so I deal with all internal and external defect issues, I do all the dimensional layouts, manage TS. We have Project Managers who manage APQP projects and work with our customers on projects. In this situation who would you think should sign PSW's?

I think it doesn't matter much, so long as the person signing the PSW understands what she's signing, and has verified that the submission is compliant with customer requirements.
