Who's name should be on component certification?

We're getting batteries manufactured by a supplier.
The supplier has batteries that meet our specifications, and prints our label on them.

But because they are neither UL or IEC tested, we've agreed to pay for the battery testing/certification...which also entails surveillance audits.

So, my question is: who's name should be on the Certificate? Ours (because it's labelled according to our specifications), or the supplier's (because they manufacture the batteries, and it will be their facility subject to surveillance)?

...or does it matter?

Which entity is responsible for the performance of the product?

Consumer protection tells me that is the name that should be on the product.

Your company's name on the certificate may be evidence of your due diligence.
