Why are EU harmonized particular standards so old & out-of-date?

If I understand M575, this appears to be deadlines from the EU commission for CEN/CENELEC to get moving, not yet anything for manufacturers. It looks like a bit of a fight between different agencies with the commission getting angry with CEN/CENELEC for dragging their feet.

The worry could be that CEN/CENELEC has a hissy fit and just blindly harmonizes everything with unrealistic timeframes or even no transition. This actually happened early on in the MDD. But I think the commission has the final say and should list transition periods as normal.

In principle new standards should have a 3 year transition period. Early on in the MDD when there was unrealistic timeframes, the NBs usually respected the 3 year period anyway.
