ISO/TS 16949 is applicable to sites of the organization where customer-specified parts, for production and/or service, are manufactured.
Manufacturing means: Process of making or fabricating - a) Production materials, b) Production or Service Parts, c) Assemblies or d) Heat treating, Welding, Painting, Plating or other Finishing Services For Cars, Trucks (Light, Medium & Heavy), Buses, Motorcycles.
ISO/TS 16949 is not applicable for Industrial, Agricultural, Off-Highway (Mining, Forestry, Construction etc.)
The IATF has asked all registrars to assure that TS16949:2002 (TS-2) registrants meet the following applicability requirements:
1. The TS-2 definition of supplier applicability must apply to the organization seeking registration*1;
2. One of the registered organization’s customers must list TS-2 as one of the alternatives of a required standard to which its suppliers must comply;
3. Any tier may be registered if it has a direct customer (or potential customer) that requires either compliance or 3rd party registration to TS-2 or QS-9000; and
4. Evidence of being a potential supplier to a customer requiring TS-2 (or QS-9000, etc.) could include an RFQ issued to the organization, or the organization being on the bid list of the TS-2 subscribing customer.

John Deere encourages our supply chain to become
compliant to the International Automotive Management Standard, ISO/TS 16949. This manual represents the minimum requirement for John Deere. John Deere units may require registration to more stringent standards. Many of the activities referenced in this manual are further explained in the AIAG (Automotive Industry Action Group) manuals, such as Measurement System Analysis (MSA) and Failure Mode and Effects Analysis (
FMEA). It is recommended that suppliers obtain copies of the AIAG manuals. John Deere units will continue to
move towards the requirements of ISO/TS 16949 and further embrace the philosophies of continuous improvement. Through executing the proper quality planning activities, John Deere and our supply base will be able to install control measures to eliminate the issues that lead to customer dissatisfaction.
