Why is Canada's SOR/98-282 Amended Yearly?

Hi All,
Quick question, anyone know if there were any major updates to SOR/98-202 when it amended in July? Do you guys know why it updates yearly?

can't speak to the annual changes, but this one appears to include revision related to contact lenses.
There is also a clarification where "safety and effectiveness requirements" was replaced with "applicable requirements of sections 10 to 20."
