Would like to start a discussion on the usefulness of a Quality Council in a large (>3000 employess) industrial organization. Here are some topics to comment on:

1-Charter
2-Role
3-Issues

In my experience, the term "Quality Council" usually referred to (and in a majority of cases still does refer to) a state, province, or nonprofit association group consisting of representatives from multiple commercial and nonprofit organizations.

Years ago (in the heyday of TQM, certainly before ISO9k1994), we used a term "Quality Circle" to refer to an in-house multidiscipline team that acted as a management surrogate in initiating and evaluating Quality matters ranging from Contract Review, FMEA and PPAP [or their equivalents], Control Plans, Material Review Board, etc. to Customer and Employee relations.

I don't mean to burden you with my petty discourse on terminology or nomenclature. Why don't you tell us your purpose in asking?

We used to call our Managment Review group 'The Quality Council' and it discussed ALL of the same items that you would discuss at a Managament Review Meeting. Our Terms of Reference were the same and have been updated to incorporate the needs of 9K2K. We now call this group the 'Continuous Improvement Council' but the GM would like to change it to the 'Quality Steering Committee'. It does not matter what it is called as long as iot meets the standard and the needs of the company.
