If I found large scale low awareness levels of QMS documents but employees were doing their jobs properly, I would question why we are concerned about their awareness of the documents and how to access them.
The standards asks us to ensure that employees are aware of the importance of their work to the QMS and customer satisfaction; it asks the system to ensure that legible and current required documents to be made available at point of use. These are two different types of responsibility and I would use caution to only hold employees responsible for that which they control.
If it is very important that they access and use current, legible controlled documents to perform their work, first make the access easy and error free. Then they can be trained to it. But only focus on that which they need to do their work.
