Zinc Phosphate problems - Green Bath has turned White

I emptied out the green chemical and took out the white powder I cleaned the tank and add the chemical back in. It stayed clear for about 2 hours and the white powder came back turning the tank white again any suggestion what could be causing this? When I had the green chemical out it was clear and the titration is perfect. The ph is about 2.49 could this be the problem?

Might want to try reducing pH a little. See post 7 above.
