We are trying to get our overseas facility ISO certified. They will have another contractor manufacture material for us. How would we address this issue. Is this a subcontractor implementation?

Yes - if another company is manufacturing something for you they are a supplier (subcontractor) to you.

The registrar, BVQINA publishes an excellent
article on "factored" products. Provides guidance for the 'Who, What , Where , When & Why"
