Yes, at my site the information technology group is an internal supplier to the purchasing, manufacturing, distribution and service groups. As a supplier, they go through design control, vendor control, etc. and are internally audited.

We've been doing it since 1993. Actually, our change control and testing procedures came in very handy in mitigating potential Y2K problems.
