Active Implantable Medical Devices - ISO 14708 and EN 45502

Forgive me if this question has been asked before, but Google isn't getting me what I want.

From what I can tell, ISO 14708-1:2014 and EN 45502-1:2015 are, for all intents and purposes, the same. The European standard includes a different foreward, and contains the EN-specific annexes ZA and ZZ. But the tables of contents shows all the same sections, so I'm inclined to believe these standards are basically equivalent (although I haven't read both cover-to-cover).

So two questions:
1. Can anyone confirm that the requirements of these standards are indeed the same?
2. Why (if they are the same) wouldn't the European standards committee just adopt the international version as-is, and call it EN ISO 14708-1, rather than giving it a different doc number? Is there a historical reason why the docs have different numbers?
