I obtained the following from Tutor Author:

An instruction is necessary only if the corresponding task:
  • is complex, involves risk, or must be performed in a consistent manner
  • is best documented in a separate, stand-alone document
  • If the task is part of a documented activity (that is, if a corresponding procedure exists) the task detail may be incorporated into that procedure. In this case, no separate instruction is required. However, a separate instruction may be desirable if (1) the task is referenced in multiple procedures, (2) the task detail is “owned” by someone other than the procedure owner, or (3) the task detail is subject to frequent change.
The characteristics of an instruction are:
  • The action is sequential, written as a series of tasks. (Even though the instruction itself describes a single task within an activity, the instruction is written as a series of sub tasks.)
  • The action involves a single performer, or actor.
  • The corresponding activity may or may not be documented in a procedure.
  • The instruction is formatted like a procedure.
