Since Fluke holds the proprietary software for adjusting these, they are your only choice to get them adjusted if found to be out of tolerance. Which they often are...
If you just want to verify that they are in tolerance, any lab with adequate equipment can do that. For leveled sine you need a power meter / sensor, and for the pulse functions you just need a faster scope that the pulse head, and those are hard to find.
