There are times when the picture goes out and no TV is available. When this happents my cable modem still operates. I assume the cable works from a satellite somewhere but how can my web still operate?

Because the same cable is being used to carry signals from two different sources. The fact that one works when the other doesn't indicates that you have a clear path to the head end (your local cable office, usually), so it indicates that your issue is there, and not on your end and probably not anywhere in between.
You're welcome. I should have mentioned that it's also a possibility that you have a loose connection at the TV, but that's unlikely if you're losing the signal altoghther.
