How to create Stoplight Control charts with excel?

If I understand what you're asking for, conditional formatting is probably your best bet. Excel 2007 has a lot fancier capabilities, but conditional formatting still exists in previous versions.

Sorry, I can only show you one on how to create stoplights and some links on how to create control charts with excel. You need to do some assembly work.
