These factors indicate the approach of management.... from short-term/immediate requirements to holistic approach which puts the systems/processes on the path of continuous improvement. Feel free to add any other driving factors behind adopting/selecting risk management tools/policies.

I said customer. Not because that is the way is should be but because it seems to be the situation most of the time.

I agree... current state of implementation is mostly influenced by knowledge/vision and short-term goals of people/systems-processes within ...what are the ways of driving them towards "desired state";

one such way could be establishing right-metrics... focusing on the continuous improvement not just measuring/ensuring for implementation of risk tool for every product/process/investigation...BUT, to measure something which reflects continuous improvement & the implementation process etc.,

an example which could (almost!) explain the above point is, if, we measure a kid-education on competition (being first, scoring high etc.,) then he is going to get better at knowledge/numbers; but may not always be good for application/practice of that knowledge (this is real purpose of the education right!). Same is the way for systems/processes;

right focus aeas ---> right measures--->right results!


(probably i will have to initiate separate discussion on this topic of ensuring continuous improvement, but pl. share your thoughts which are specific to risk management policies.)
