What are TS requirements regarding supplier development for tooling suppliers.

Do tooling suppliers needs to be ISO 9001:2000 certified.

I would say yes.
There is some sort of feeling with companies that tooling suppliers are not covered by normal purchasing rules.
I have been to companies where 1 kg of raw material cannot enter without certificates but there is no incoming inspection for tools etc.
If the tool is no good the product NEVER will be.

ISO/TS 16949:2002 FAQ's clarify that "Supplier in this clause (7.4.1.2) refers to sites where production and / or service parts specified by the customer are manufactured".

So supplier development is not applicable for indirect products (tools, consumables, packing material etc.) and traders? So tooling suppliers need not be covered unless your saleable product to automotive customer is tool.

TS requirement for Tooling & Equipment suppliers

The customer specific requirements are the rule here.

GM : Note: This supplier development clause, 7.4.1.2, applies to suppliers of the organization who are providers of production materials, or production or service parts, directly to a supplier to Chrysler, Ford, General Motors or other customers subscribing to this document. Also included are providers of heat-treating, painting, plating or other finishing services.
Indirect and service providers are not included in this requirement, e.g. distributors adding no manufacturing value, logistics, sequencers, parts packagers, tooling & equipment.
