Yes, it is a completely unnecessary bureaucratic mess until both sides see sense and recognize the equivalency of both sets of accreditations
Actually it is required because of an accepted interpretation related to the Pressure Equipment Directive.

I don’t understand how you can expect any meaningful answer. Some registrars have a global footprint with tens of thousands of clients and hundreds of auditors. Others are a niche operation, geographically limited, with fewer than 200 clients and a handful of auditors. Do you think both business would sell for equivalent figures?

No, of course not. But in the acquisition world there are often general formulas for a small acquisition e.g 1.5 times annual revenue, 4 times annual cash flow, etc.

It boils down to what one is willing to take and what the other is willing to offer.
