If you store test data electronically- whoever provides you with IT Services might be critical; if clients are able to access their information via a website- then whoever help you set-up and maintain that infrastructure can be deemed critical.
In terms of your travel agents, it is true that once the ticket is issued things are out of their control, but their service can be measure differently as well. A few things that come to mind- are they giving you the amount options and flexibility that you require, are they responsive to your needs and if they have an emergency phone- do they really have someone answering when emergencies do happen.
