Clause 8.1 Note: Control of Work Transfer

My company is fairly new to AS9100D certification, and I have a question regarding the Note on page 23, under clause 8.1. Our company has 22 physical site locations and we have one site location that has been certified to AS9100D. These other sites are not AS9100D certified. I've been informed that sales orders may originate in our AS9100D location, but the physical manufacture of the product may occur at another of our non-certified locations which would then be dropped shipped to the customer. As I understand the requirement, in this scenario, section 8.5 would then need to be in consideration as this relationship would constitute "one organization facility to another." I do not have any concerns with the requirements of 8.5, until I reach the requirement for the provision of the prevention, detection, and removal of foreign objects. Is my understanding correct to believe that ALL external sites (whether owned by our company or utilized as a external supplier) would need to have a FOD program in place for products that are sold by our AS9100D certified facility? Is there a least burdensome way to be compliant and not need to implement full FOD programs in these other sites that are not certified? Thanks in advance.

You would need to have a FOD program in place for product that is for customers that contracted with your AS9100D entity. That doesn't mean other products would be subject to FOD requirements, but it may be awkward or difficult unless that production was well segregated from other production. Depending on your product, it may not be as burdensome as you assume.
