Ultimately it comes down to risk analysis (or is mandated in relevant Industry Standards).
If you buy product in from a supplier/subcontractor, it should be right to your requirements, the supplier should have checked (inspected) to ensure that they were sending you conforming items as part of their processes because it costs them if you reject items back to them (if nothing else). However experience shows us that suppliers do not always get everything right, therefore we spend money on conducting incoming inspection, usually on a sample basis, to also give us confidence that we have received the right items, correctly identified and conforming to our requirements. We take a risk that what we spend on doing this is less expensive than finding out later in the day that something was wrong
