I would also add that if your Customer is requiring to flow down the change notification requirement they are almost certainly imposing it on you.
I will echo what Jen said about Customers needing to know if changes are made. More than 50% of the field failures I experienced in my last 20 years were traced directly to supplier changes that were not properly communicated and validated.
