Despite me bringing 21 CFR 820 into the thread, I didn't really intend to try to audit <whatever> from a distance. I do want to disclose that I've seen plenty of people define "compliance" as equivalent to "haven't been caught (yet)". These may be indistinguishable, but they aren't the same thing.
For me, quality improvements hew closely to the PDCA cycle. If a group isn't mapping changes to a PDCA cycle, or are doing the items out of order... then that group almost certainly doesn't care about quality.
