I am hoping someone can tell me if there are other standards that are equivalent or interchangeable with ams 6415?

Welcome to the Cove. You might want to look at SAE 4340. In order to establish equivalence you should have copies of the specifications in question and not rely on anecdotal evidence. Your material supplier can help in this regard. If you have a customer who's specified use of AMS 6415, and you have identified an equivalent standard, you should make sure that the customer is aware of the equivalence in advance.
