How do you interpret this clause that relates to PPAP/Layout inspection?

1) Zero defects during 100% inspection
2) Zero defects in the samples taken for PPAP/Layout inspection

I would say the intent of this requirement is for sampling of incoming, in-process, or final inspection of product. There are other requirements for PPAP and layouts. Of course anything you submit for PPAP or layout inspection would also be expected to be free of defects unless you are asking the customer for a design change or waiver.
