IMDS Warning - Chromate Filming of Zinc Plating

Good morning all.
We are now down to our final warning to be resolved (for now !). This one is in relation to chromate film application over zinc plating, a common process.
We have declared water (H2O) as part of the chromate film which gives the following error :-

Can anyone please advise ?
Many TIA

The image you link to is very low resolution and can't be read, at least by me. IMDS has recently started flagging things, it seems, where a basic substance is present in a material but burned off or transformed somehow in processing such that the ingredient isn't present in the finished product. This is probably what's going on in your case. The concern is what's in the final product and not necessarily what's in the ingredients that went into it originally.

Added in edit: See the attachment for an IMDS Committee MDS for clear chromate coating.

Thanks Jim, sorry for quaity of image. IMDS is indeed, rejecting based on water being int he ingredients list, as you say, would not expect to have water in a solid.
However, my Japanese counterpart insists that there is still water present in the finished product therefore we have to declare

IMDS requires reporting of material in the cured / finished state. This means without process chemicals (such as water, benzene).

Often a residue is left and in rare case these substances maybe present in the finished product.

For each process chemical you can declare its presence type (reside, intended use, and one more).

So, you have to decide if water is present in the finished state. If so, you have to define the presence type. If not (or at a level below 0.1%) you remove the substance from the material.
