Bias Study using Percentage of Total Tolerance

Hi Team, i would like to ask your help.
I was reading AS13003 (Aerospace Standard for MSA Requirements) and in the page 11 table 2 (MSA Minimum Requirements), i saw that for Bias study the acceptance requirement is to be lesser than 10% from total tolerance.
Let say if i have 10 measurements whereby my :

1. Average Bias = 0.044
2. LSL = 25.04
3. USL = 25.14
4. Total tolerance = 0.10
5. Reference value = 25.103
6. Average raw data = 25.147
Can i know how do i calculate the said percentage from total tolerance in order to know whether does my bias is less than 10% or more?.

Guess 1: Is it (0.044-0.1)/0.10 x 100% = 56%?
Guess 2: Or is it (0.044)/0.10 x 100% = 44%?.

Kindly please help to let me know is any of my guesses are correct or kindly please let me know how to calculate that percentage thing, attached the said table 2 from the Standard and also attached the raw data of the 10 measurements
