FAI IAW AS9102 - First Article Inspection Documentation Question

I have already attached the IAQG 9102 FAQ Document a few times @ https://www.sae.org/iaqg/publications/faq9102.pdf. Section C of the document stipulates how COTS are supposed to be treated in an FAIR.

According to this, they are listed on form 1, but CofCs are not required. I guess I was only half right or half wrong.
