Actually, that's about par for a 56K dialup.
Best I ever got was 52k, worst was 19.4K - most times the problem is old, degraded copper wires and connections between your house and the telephone exchange - balance of the time, the internet traffic is heavy and slows everything down. My daughter in Texas claims 60% of her telephone line doubles as a farm neighbor's barbed wire fence - she gets 9.8K on her 56K modem.

I test mine regularly and I get, strangely enough, exactly what I'm supposed to get 1.499 Mhps. I have run across a number of friends that had high speed access with lousy performance because they had not configured their windows properly. Only ME/2000/XP handle high speed out of the box. Anyone using Win98SE or earlier have to change their Rwin settings to avoid an internal bottleneck.
 
Running a T1 at work with the following results:
