I would think that it is not possible. In Europe, both STCs (Supplementary Type Certificates) and TCs (Type Certificates) have to be submitted to and approved by EASA.

A STC is issued following a modification to the original TC, however if there is no approved TC to modify...

The answer has to be no.An STC requires EASA approval for changes to the TC.

As Hemingway says: If you don't have a Type Certificate how can you change/modify it?
