You must make a determination of "Airworthiness' before you can issue a "Return to Service"... A return to service insinuates that the article has been removed from service for maintenance, cycle limits or due to deficiencies such as damage.
For example: A part is inspected and determined to be airworthy by a properly certificated repair station. The repair station then issues a "Return to Service" for that part. The part can now be installed on an aircraft.
Keep in mind that the return to service is only valid for the work accomplished by the repair station as requested on the customers work order. There may be discrepancies that are unrelated to the specific inspection that was accomplished, but the part is airworthy. Something else that MUST be taken into consideration is if there are any outstanding airworthiness directives issued to the specific part.
