Why are remote supporting functions audited first?

In 5.5 Supporting activities of the Rules 3rd.
When planning the initial stage 2 audit, the remote supporting function(s) shall be audited prior to the site.

Why? Could anyone give some reasons?

Usually the auditors begin from the head in terms of headquarters too. It is common to proceed in this sense as the standards states. From a logical point of view, they want to assess the effectiveness and the efficiency of the links between remote functions ( for examplem sales & mktg, hr , product design and development) and undestand if there are issues. When they auidt the site for ISO TS certification, they will assess if the they are breakages with these processes to be included in the QMS site map to identify , determine and show the processes the mfg site manages.

... Because the gaps if any at the remote supporting function can be adequately mentioned at the main location, and this gives the main location a good chance to review and take remedial measures.
