I intend that the first is done by internal personnel ( your company) , the second is given to an outside company ( construction, facilities , mfg etc) and you shall assure the same control as if it was done internally.
Control means measures ( KPI) , procedures , training of personnel etc.

Great question....one that we are struggling with as well.

I see a lot of potential confusion concerning the requirements stated in 4.1, 7.1.4, and 7.4.

Not sure which standard your are making a reference to but, here is my take on it.

AS 9100 Rev C
Outsource process.
7.5.2 (also known as special processes - Heat Treatment, NDT, etc) are usually outsourced (Paragraph 4.1 Read NOTES) to suppliers and are monitored through 7.4 Purchasing.

Control of Work Transfer
7.1.4 This clause has multiple purposes and it can be complex - remember that customer has provided the PO to your company and your company is responsible for the quality of the product if and when you choose to send it out of your premises - for whatever reason. Some examples can be when you send it out to suppliers for one or multiple operation, transfer between companies, contingency plan - something happens to the structure of your facility that you can not continue operation (Fire, lack of power for prolong period of time...) anyway. You need to describe how you will meet the requirements of the PO. (use section 8.2)

We too have been a little confused about Control of Work Transfer as we've been working towards AS9100C certification. We have come to consider it control over the whole process of work transfer from determining if it is necessary (quoting), determining the requirements for the operation, determining which supplier would be best, any special supplier instructions/tooling/source inspection requirements and it's eventual receipt and inspection in house, etc.

We consider it basically the same as an outsourced process, but expand the scope of control to include all aspects of the process, rather than just the actual purchase and supplier selection portion of it.

Oh and I forgot to mention the ever present risk analysis portion of it all.

AS9100 C Section:
7.1.4 Control of Work Transfers
The organization shall establish, implement and maintain a process to plan and control the temporary or permanent transfer of work (e.g., from one organization facility to another, from the organization to a supplier, from one supplier to another supplier) and to verify the conformity of the work to requirements.

Are your employees allowed to take a part home to “fix it” there? Does a part need to be loaded into a machine with a crane? Should parts be loaded onto a pallet and moved by forklift from one part of your plant to another? Are you moving parts from one building to another for manufacturing or inspection? If so, how is this done? By hand? Cart? Forklift? Car? Can your buyer drive it to a supplier in the trunk of his car? Should MSDS travel with the materials?

Are there special handling instructions that employees need to know (Ex: “This Side Up”)? Do parts need special travelers or routers to be with them at certain times during processing or all the time? Do parts have to be rinsed with rust preventative oil immediately after operations? Placed in special packaging or transferred in special packaging between certain operations? Are parts in matched sets? If so, do they have to be together at all times?

Are parts sent to a supplier? How are they handled? How should they be delivered? Packaged? Paperwork necessary? Is your supplier going to send your parts to another of your suppliers when they are done? What special handling instructions should be flowed down to your suppliers?

Section 7.1 is “Planning of Product Realization". There’s:

Control of Work Transfers

Your planning for Product Realization (or, “makin’ stuff”) should be organized and complete, including how product is handled and/or, transferred. If you have some general, companywide handling requirements, they might do. Sometimes, or maybe all the time depending on what your company manufacturers, you might need to have special instructions for how this is done. These instructions for controls (of work transfers) should be identified during job planning.

Don’t forget, AS9100 C Section 7.1, The output of this planning shall be in a form suitable for the organization's method of operations.” Perform and document this planning in a way that is suitable for your company. You decide based on the complexity of the product and the risks involved.

Outsourced Process Control must be planned too, but with the added controls delineated in Section 7.4: Purchasing.​

Your understanding of outsourcing is incomplete. Outsourcing is covered in 4.1. It is just before the notes. "Where the organization chooses to outsource any process that effects product conformity to requirements, the organization shall ensure control over such processes. The type and extent of control shall be defined within the quality management system."

Note 2 offers some more illumination on this topic. "An 'outsourced process' is a process that the organization needs for its quality management system and which chooses to have performed by an external party."

From this, you should be able to see that there is more involved than "special processes".

It would probably help to look at 7.5.2 as well to see just what a special process is. Not all special processes are outsourced. Many are performed in-house.

Special processes are processes in which you cannot determine outcome from normal verification.

"The organization shall validate any process for production and service provision where the resulting output cannot be verified by subsequent monitoring and measurement and, as a consequence, deficiencies become apparent after the product is in use or the service has been performed."

I think this(quoted above) is the most appropriate , short answer of the question. I dont understand why the discussion of "special process" comes in. "Special processes" are quite different and clear i.e. not to be confused with work transfer and out sourced processes.

In short - Control of Work Transfer (AS9100B - 7.5.1.4) is done internally (your Company) to another company.

Control over Outsource process (AS9100B - 7.5.2- as an example - controlled and monitored by purchasing process 7.4) is done for specific purpose to the product / process.

There are multiple methods that a company should implement in both instances.

This is not a discussion for what is a special process - this is using 7.5.2 as a reminder of some (of many) items that a company must evaluate before sending product out and maintaining control of Outsource products
