Hi - can someone explain the difference between non-certifying staff and Certifying staff within a EASA Part 145 repair station - thanks in advance

The difference is:

1. Certifying staff can sign off an Authorized Release Certificate or EASA Form 1, while non certifying staff cannot.
2. Certifying staff has a specific requirement and training, while non certifying staff does not. But both has to be trained well before they can work on aircraft parts.
