Interpreting 'Evaluation of compliance' in ISO 14001

anybody interpret how is evaluation of compliance? i think, this clause is very hard

This is one of the easiest to understand, there is no inerpretation required....

You need to evaluate your success at meeting your regulatory/legal reguirements. How good are you complying with the law?

but evaluation is difficult specially when you are not meeting the requirements.

You either comply or don't. If you don't remedial actions are required and if it's technical then out side help may be needed.
